It’s partly jealousy. In the first season there’s an episode where Homer gets to know Ned. He gets invited over to Ned’s house and sees the beautiful rec room he has set up in the basement, his own draft beer dispenser, he see’s how pretty Ned’s wife is, how well-behaved Ned’s kids are, and Homer gets mad and storms out.

After that he sees how happy and cheerful Ned always is, how balanced his life is, how he never gets angry with Homer, and he’s jealous about that too.

The thing is, he really admires Ned and envies him, but he can’t admit that out loud.

he’s not jealous of Ned. Ned is genuinely ANNOYING! Perky, perennially happy people are fricking annoying. Everything is too neat and orderly and he doesn’t swear….but it’s that perky Holier-than-thou attitude that grates on Homer’s [and most viewer's] nerves.
