Yeah its made up and has history components similar to the real twin cities. There is no Springfield or Shelbyville Oregon.

According to interviews and The Simpsons Archive FAQ, Matt Groening chose the name “Springfield” simply because it is one of the most common city names in the United States. But Groening and the writers have enjoyed teasing fans with clues as to where the town might be located.

Found that on: http://animatedtv.about.com/od/springfield/i/whrsprngfld.htm

Also says on Wikipedia unknown.

Originally it was just a fictional city for the show. But Springfield is in Vermont. It was voted on by The Simpsons fans and the latest movie premiered there.

Almost every state in America has a city named Springfield. That is why it was chosen as the name of the city for the Simpsons. It’s part of the joke of the show that they never reveal (though often tease the audience) where it actually is. The few times they have “pretended” to reveal it they have done so in a misleading manner, such as the four state that boarder Springfield in the movie (Ohio, Nevada, Maine and Kentucky) = if you know any geography of the US, you know these states are nowhere near eachother!
