Considering Bart is eternally 10 yrs old, then no he isnt immature. But if a 27 yr old acted like Bart Simpson, then they would be immature.

Bart as you well know is still in school so I would say that the hole family is in some kind of vortex of some kind.Time does nothing to them so I guess my answer is that he is still 10 and acting it.
